California Assembly Members Christine Garcia, Eduardo Garcia, and Chris Holden have introduced AB 378 which relates to California carbon pricing and criteria pollutants.
The bill includes:
A requirement for the Air Resources Board (ARB) to take into account the social cost of carbon in their policies and to prioritize direct emission reductions.
Requires that no individual facility be allowed to increase it’s greenhouse gas emissions beyond the average of 2014-2016 levels.
Allows the ARB to “adopt no-trade zones or facility-specific declining greenhouse gas emissions limits where facilities’ emissions contribute to a cumulative pollution burden that creates a significant health impact.”
Requires the ARB to adopt pollution emission standards for each industrial facility, and then prohibit allocation of allowances to any facility not meeting those standards.
